It remains unclear how this future regulation will intersect with the existing AI Safety Institute in the UK, which is already responsible for conducting safety tests on powerful AI models. In November 2023, the UK organized the inaugural global AI Safety Summit at Bletchley Park, where numerous world leaders were in attendance. The following November, the UK established the AI Safety Institute, which commenced safety evaluations on AI models earlier this year. However, some technology companies have requested more clarity regarding timelines and the consequences if risky AI models are identified.

Additionally, the UK has agreed to collaborate with the US in joint safety testing of models. It should be noted that the UK currently lacks an official policy that prohibits companies from releasing AI models that have not undergone safety evaluations. Furthermore, the UK does not possess the authority to remove existing models from the market if they fail to meet safety standards or to issue fines to companies for such violations. In contrast, the European Union's AI Act enables the imposition of fines on AI companies that violate specific safety benchmarks.
