Why record what pests were found?

Because the pattern tells the story. A property with roaches in March and August needs a different approach than one where you see them once a year. The history decides the next treatment.

How does it manage prevention plans?

A property is enrolled in a named plan (like quarterly exterior treatment) with its own interval, so the route automatically includes it and the technician sees what is covered by the plan.

Can it track chemicals used?

Yes. The treatment record shows what was applied and how much, so you have a history for liability and the technician can avoid re-treating with the same chemical.
