Biden Administration Unveils AI Strategy Amid US-China Tensions

The Biden administration has presented the nation's inaugural strategy for effectively utilizing advanced AI within US military and intelligence agencies, while also addressing potential risks. This initiative aims to reinforce America's technological dominance over competitors like China and tackle threats to national security, as outlined in a memorandum released last week. During a speech on Thursday, US National Security Adviser Jake Sullivan specifically highlighted concerns regarding China.

He emphasized that ongoing bilateral discussions had not alleviated Washington's serious apprehensions about Beijing's ongoing use of AI to jeopardize the security of the United States and its allies. Sullivan noted that China is cultivating a technological ecosystem with digital infrastructure that fails to protect sensitive data, facilitates mass surveillance and censorship, disseminates misinformation, and can make nations susceptible to coercion. According to Chen Li, a researcher from the Beijing-based think tank Anbound, the memo indicates that the US is working to counter China's advancements in the competitive landscape of AI. Chen stated, "This will strengthen US restrictions on China's progress in the AI sector, intensifying the technological rivalry between China and the US. "
