Japan’s largest telecommunications company and largest newspaper have raised concerns about the unchecked advancement of artificial intelligence (AI), warning of potential societal collapse. In a joint proposal, Nippon Telegraph and Telephone (NTT) and Yomiuri Shimbun Group Holdings urged officials to revise laws governing AI, stating that it is already negatively impacting users. They emphasized the risk of eroding trust, loss of authenticity, and trustworthiness if generative AI goes unchecked, potentially resulting in wars and the collapse of democracy and social order. The companies recognized the indispensability of AI technology but stressed the need for protective measures, including laws safeguarding elections, national security, and copyright, as well as rules governing the dissemination of AI technologies by media and industrial leaders.
The report highlighted the inability of humans to fully control AI, acknowledging its deceptive capabilities and the negative consequences of AI systems designed to capture attention. The proposal also expressed concerns about the use of AI in schools, particularly for young students who have not fully developed decision-making abilities. Japan, like the U. S. , has been grappling with AI regulation, while the European Union has already ratified provisional agreements outlining AI rules across various industries. These regulations cover aspects such as finance, transportation, law enforcement's use of AI, and the protection of privacy and corporate secrets in building large language models.
