Nvidia Secures Trump Approval to Sell H200 AI Chips in China Amid Regulatory Uncertainty

Brief news summary

Nvidia secured President Trump's approval to sell its H200 AI chips in China, aiming for a February launch after agreeing to a 25% revenue-sharing deal. However, the sales face significant hurdles from both U.S. lawmakers and Chinese authorities. The H200 chip, a generation behind Nvidia's Blackwell line, was initially banned over national security concerns. Since the deal's announcement in December, bipartisan U.S. opposition has grown, with new bills introduced to increase oversight or block advanced AI chip exports to China. Meanwhile, Chinese officials have yet to approve the sales and may discourage purchases, as seen with the earlier-approved but weaker H20 chip. Analysts at Jefferies remain skeptical, suggesting if sales proceed, they might involve restrictions or quotas. Despite uncertainties, Nvidia’s shares rose 2% recently, having gained 40% in 2025 but down 12% since an October peak.

Nvidia has finally secured President Donald Trump's approval to sell its H200 AI chips in China, but questions remain about whether the deal will be finalized. According to a Reuters report on Monday, the company aims to begin selling the chip in China as early as February, following Trump’s recent approval of the chip in exchange for a 25% revenue-sharing agreement. However, investor confidence is tempered by ongoing uncertainty over whether U. S. lawmakers or Chinese authorities will ultimately permit these sales. The H200 chip, one generation behind Nvidia’s latest Blackwell line, had previously been banned from sale to China due to national security concerns. Its export still faces strong bipartisan opposition in the U. S. , as well as potential hurdles from Chinese regulators. Since the announcement of the H200 deal in early December, U. S.

legislators from both parties have pushed back, calling for increased oversight and introducing bills that could block the sales. For instance, last Friday, House Republicans proposed legislation allowing Congress to block exports of advanced AI chips, following a House Democrats’ bill aimed at prohibiting sales of America’s most advanced chips to China and other countries of concern. Chinese authorities have yet to approve H200 sales within the country. Analysts caution that China might discourage companies from purchasing these chips, as it did with the weaker H20 chip, which Trump authorized for export earlier this year. In a client note Monday, Jefferies analysts expressed skepticism over whether the chip will be approved for sale or if, if permitted, it might come with additional restrictions on Chinese companies or a capped quota system. “We do expect considerable opportunity for [Nvidia] if they are allowed to return to the market, but at this stage, it still seems unlikely, ” Jefferies commented following the early December announcement. Nvidia’s shares rose 2% in late morning trading on Tuesday. The stock has surged 40% so far in 2025, significantly outperforming major stock indices, although it has declined 12% from its all-time high in late October.
