By the power granted to me as President under the U. S. Constitution and laws, I hereby issue the following order: **Section 1. Purpose. ** The U. S. has been a leader in artificial intelligence (AI) innovation, fueled by our free markets and vibrant research community. To maintain our leadership, we must create unbiased AI systems that do not push ideological agendas. By implementing effective Government policies, we can enhance our global AI position, ensuring a prosperous future for Americans. This order revokes certain existing AI regulations that hinder innovation, enabling decisive actions to preserve U. S. leadership in AI. **Sec. 2. Policy. ** The U. S. is committed to sustaining and improving its dominance in AI to foster human welfare, economic strength, and national security. **Sec.

3. Definition. ** For this order, “artificial intelligence” or “AI” refers to the definition in 15 U. S. C. 9401(3). **Sec. 4. Developing an AI Action Plan. ** (a) Within 180 days, the Assistant to the President for Science and Technology (APST), the Special Advisor for AI, and the Assistant for National Security Affairs (APNSA) will, with relevant Department heads, create and submit an action plan to the President to implement section 2's policy. **Sec. 5. Implementation of Order Revocation. ** (a) The APST, Special Advisor for AI, and APNSA will quickly assess all policies related to the revoked Executive Order 14110 (Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence). They will identify actions that conflict with the policy in section 2 and instruct agency heads to suspend, amend, or rescind such actions as warranted. If immediate changes aren't feasible, agencies will take steps to grant all possible exemptions under current regulations until final actions are made. (b) Within 60 days, the OMB Director, with the APST's guidance, will revise OMB Memoranda M-24-10 and M-24-18 to align with section 2's policy. **Sec. 6. General Provisions. ** (a) This order does not interfere with the authority of legal bodies or the functions of the Office of Management and Budget concerning legislative proposals. (b) Implementation shall comply with applicable laws and budget constraints. (c) This order does not grant any enforceable rights or benefits against the U. S. , its departments, or personnel.
