The first global resolution on artificial intelligence was adopted by the United Nations General Assembly on Thursday, according to U. S. officials. The resolution, proposed by the United States and co-sponsored by 122 other nations, promotes the protection of personal data, risk monitoring of AI, and the safeguarding of human rights. It took three months of negotiation and also advocates for the strengthening of privacy policies. One senior administration official described the resolution as the "first-ever truly global consensus document on AI. " This nonbinding resolution is part of a series of initiatives aimed at shaping the development of AI worldwide, amid concerns about potential disruptions to democratic processes, increased fraud, and significant job losses. The measure acknowledges the risks associated with the improper design, development, deployment, and use of AI systems, which could undermine human rights. Despite encountering resistance from Russia and China during negotiations, the officials stated that they engaged with these countries and other dissenting nations.

The resolution strikes a balance between promoting AI development and protecting human rights, according to the officials, who spoke on condition of anonymity. The U. S. and other countries have been working on international agreements to ensure the safety of artificial intelligence, and the European Union has led in the adoption of provisional AI oversight rules. The Biden administration has been pushing for AI regulation but has faced challenges due to polarization in Congress. In October, the White House issued an executive order to mitigate AI risks to consumers, workers, and minority groups while enhancing national security. Meanwhile, Chinese and Russian officials are actively exploring the use of AI tools for various purposes. Microsoft recently revealed that hackers from both countries were using Microsoft-backed OpenAI software for espionage activities.
