Organized by the Government Cipher Committee and the Vietnam Blockchain Association, the event aims to identify, nurture, and build a skilled workforce for the domestic blockchain industry. Backed by over 50 organizations including state agencies, tech firms, and universities, the initiative promotes digital transformation and raises distributed ledger technology awareness among Vietnamese communities. Dr. Hoang Van Thuc, Director of the Academy of Cryptographic Techniques and a representative of the organizing committee, highlighted a long-term commitment to supporting young talents, stating, "Young talents are the foundation of the digital nation. We believe that through the VietChain Talents 2025 competition, a generation of Vietnamese blockchain engineers will emerge, daring to think and act, and will be competitive on the international stage. " The competition evaluates submissions based on multiple criteria such as team self-assessments and commitment to future solution promotion. Starting on May 6, 2025, it accepts entries until June 20, 2025, with a total prize pool reaching 3. 5 billion VND. Four main themes are featured: Blockchain Layer 1 (with a 1 billion VND first prize), Centralized/Decentralized Exchange, Blockchain Tracking, and Blockchain Bridge (each offering first prizes of 500 million VND). Additionally, universities with top-performing teams may earn rewards up to 200 million VND. Coinciding with the competition launch, 1Matrix, a new company and member of the Vietnam Blockchain Association, was inaugurated.

Its mission is to build a “Make in Vietnam” Layer 1 blockchain network. Phan Duc Trung, Chairman of 1Matrix, emphasized mastering core technology to establish blockchain as a crucial digital infrastructure for public data, services, and digital finance. He noted, "Mastering technology not only enhances internal capabilities but also contributes to ensuring national sovereignty over data amidst widespread digital transformation.
