Army Reserve Officer Launches Blockchain Solution for Supply Chain Management

He emphasizes the importance of synergy between Army Reserve and active-duty forces to improve military logistics.

FORT GREGG-ADAMS, Va. — In a pioneering effort, an Army Reserve officer, Maj. Matthew Goyette, has created and successfully launched a blockchain-based solution aimed at enhancing supply chain management within the Department of Defense, marking its first application in a live Army setting. This pilot program, part of Army Material Command’s Operation Mission Truth, addresses key issues around the monitoring of Presidential Drawdown Authority missions. The evolving solution aims to furnish commanders with real-time, precise data regarding military assets, which will facilitate better decision-making. By harnessing the secure and transparent attributes of blockchain, the Army can enhance accountability, streamline logistics, and boost overall operational efficiency. Goyette noted that the technology ensures data integrity, visibility, and accountability while enhancing cybersecurity, potentially saving the Army billions in the future. Goyette, a 12-year Army veteran, began exploring blockchain in 2019 after leaving active duty. He assembled a team of experts from various defense logistics organizations, such as the Defense Logistics Agency and the Army Sustainment Command, to develop the solution.

The pilot demonstrated blockchain’s potential to transform military logistics, successfully moving 600 tons of equipment in December—more than was moved in the previous 31 months combined, and tagging 10 pieces of equipment for an active mission. Next steps include creating a requirements document to assess the deployment of the blockchain solution. The team plans to tokenize military assets to clarify ownership and automate transfer processes while ensuring a traceable audit trail. Goyette worked closely with colleagues like Pat Sullivan and Michael Amarosa, partnering with vendors and AMC leadership for support and coordination. Sullivan, AMC's subject matter expert, focused on making PDA missions auditable and adapting the blockchain solution for AMC’s needs. Amarosa, who previously managed the project, was responsible for executing the pilot in Europe and managing the equipment transfer process. The initiative also involved collaborators like Dr. Imes Chiu from DLA, who utilized existing infrastructure for global equipment movement, and other key contributors who helped design and implement the blockchain technology. The Army Reserve has been instrumental in this initiative, providing expertise and fostering leadership engagement. Goyette stressed the importance of collaboration between active-duty and Reserve forces in advancing this innovative technology.
