In Washington, D. C. , Senators Cory Booker (D-N. J. ), Martin Heinrich (D-N. M. ), Todd Young (R-IN), and Mike Rounds (R-S. D. ) introduced the bipartisan CREATE AI Act of 2023. The bill establishes the National Artificial Intelligence Research Resource (NAIRR) as a shared national research infrastructure to provide AI researchers and students with greater access to resources, data, and tools necessary for safe and trustworthy AI development. Representative Anna Eshoo (D-CA) introduced the House companion bill. The legislation aims to democratize and expand access to AI systems and prepare the future AI workforce.

The CREATE AI Act has gained support from various stakeholders, including Microsoft, TechNet, the National Science Foundation (NSF), and the National Security Commission on Artificial Intelligence (NSCAI). The NAIRR will promote AI innovation and risk mitigation and ensure long-term U. S. competitiveness in AI.
