The Code Shift: A2L Refrigerants Are Coming, With Strings Attached

Starting in 2025, updates to the International Mechanical Code (IMC), International Building Code (IBC), and International Fire Code (IFC) are opening the door to A2L refrigerants in more applications. This shift is being driven by the American Innovation and Manufacturing (AIM) Act, which is pushing the industry away from high-global-warming-potential refrigerants like R-410A and R-404A toward lower-impact alternatives.

A2L refrigerants—such as R-32, R-454B, and R-1234yf—carry a safety rating defined by ASHRAE Standard 34 that means low toxicity but mild flammability. That mild flammability rating is why the codes are expanding, not eliminating, oversight. Labeling and Documentation: Your First Compliance Hurdle

A critical but often overlooked challenge is that equipment designed for Class A1 refrigerants (non-flammable) may not be compatible with A2L alternatives without verification. This means before you recommend a switch or retrofit, you must confirm the unit's design specification. Manufacturers are updating equipment, but older or budget-line models may not qualify. ASHRAE Standard 15-2024 now outlines specific safety requirements for flammable refrigerants: leak detection, ventilation standards, and equipment placement rules. These are not optional add-ons; they are minimum standards for any installation using A2L. Some installations may require equipment upgrades, additional sensors, or facility modifications that your estimate needs to reflect.

What This Means for Your Business Model

If you primarily work in jurisdictions adopting the updated codes, expect a transition period where some customers request A2L upgrades for environmental reasons or because new code compliance requires it. You will need to invest in training staff on ASHRAE Standard 15-2024 and Standard 34-2024 so technicians can verify unit compatibility and properly document changes.

Pricing will likely shift. A2L refrigerants may cost more than legacy options, and the additional labeling and safety verification will add labor time to installations. Customers shopping only on refrigerant cost will need to understand why compliance and safety checks matter.

For larger contractors, this is an opportunity to differentiate: develop a reputation for accurate labeling, proper documentation, and transparent equipment verification. For smaller shops, staying current on code updates through your distributor or trade association is essential to avoid costly mistakes and liability exposure.
