Two separate regulatory frameworks will reshape how HVAC and appliance-repair contractors source and use refrigerants starting in the new year. The AIM Act, a federal rule, bans manufacture of new R-410A systems on January 1, 2025. California's SB 1206 simultaneously prohibits the sale of bulk refrigerants with a global warming potential (GWP) exceeding 2,200—a threshold that captures many high-GWP HFC refrigerants used in the industry.

The practical impact depends on whether technicians are installing factory-sealed units or performing field assembly and charging. This distinction creates three separate timelines that contractors must navigate.

The Three-Timeline Problem

Factory-sealed, self-contained units (window air conditioners, residential dehumidifiers, commercial freezers, vending machines, and packaged terminal air conditioners) have the longest runway. These products can remain in inventory and be sold until January 1, 2028—a three-year window. The EPA's definition excludes items that require professional assembly and refrigerant charging, so technician-installed systems don't qualify for this extension.

Field-assembled R-410A systems can be installed only through December 31, 2025, giving contractors one year from the manufacturing ban to complete existing jobs. This creates an urgent decision point for business owners who maintain field-assembled equipment as part of their service mix.

Virgin R-410A refrigerant purchases in California remain legal until January 1, 2030—five years out—but bulk refrigerant sales with GWP above 2,200 stop on January 1, 2025. Some manufacturers have already announced they will cease production of R-410A components at the end of 2024, which may tighten supply before the legal deadline arrives.

Inventory Decisions Before Year-End 2024

Contractors who install or service field-assembled systems have months to decide whether to purchase additional R-410A stock before the California bulk-refrigerant ban takes effect. The same choice applies to those stocking R-410A components that manufacturers may discontinue. Overbuying creates cash-flow and storage risk; underbuy risks job delays or inability to fulfill service contracts in early 2025.

Reclaimed refrigerant, however, remains exempt from California's GWP restrictions. Contractors with recovery and reclamation capabilities, or relationships with third-party reclamation services, can continue using recovered R-410A indefinitely in California—a potential competitive advantage for shops that invest in or partner for that infrastructure.

What This Means for Your Business

The staggered timelines favor contractors who act deliberately rather than reactively. Review your service agreements, warranty obligations, and inventory levels now. If you install residential heat pumps, window units, or commercial refrigeration, prioritize which product categories justify inventory investment before year-end.

For shops operating only in California, the high-GWP ban does not apply to non-state-owned systems, so private residential and commercial customers can still receive service with restricted refrigerants. State-owned or operated equipment, however, must use non-HFC alternatives or reclaimed refrigerant starting January 1, 2025. Government facilities, school districts, and municipalities may shift to contractors who can navigate these rules seamlessly.

Finally, clarify with manufacturers which R-410A components they plan to discontinue and when. A component shortage could accelerate your transition to low-GWP alternatives regardless of the regulatory timeline—a factor that should inform both your inventory strategy and your technology roadmap for 2025 and beyond.
