New State Law Reshapes License Suspension Criteria

Washington's Department of Labor and Industries (L&I) is preparing to implement ESSB 6197, legislation enacted during the 2026 session that fundamentally alters how plumbing contractor licenses can be suspended. The law takes effect January 1, 2027, giving contractors and regulators less than a year to align their operations with the new rules.

The most significant change affects the infraction threshold. Under current rules, contractors can lose their license after accumulating three infractions within a three-year window. ESSB 6197 raises that bar substantially: suspensions now require five infractions over a five-year period. This change makes it considerably harder for L&I to suspend a license based on minor or repeated compliance violations alone.

Equally important, the law removes the Plumbers Advisory Board's recommendations as a deciding factor in suspension decisions. Previously, the board's input carried weight in whether L&I suspended a license.
